JLL Appointed to UK Government CPS2 Framework

Global real estate firm JLL has been appointed as a named supplier to the Government Commercial Agency’s (GCA) Construction Professional Services 2 framework (CPS2 – RM6356).

This first-time appointment places JLL on Lot 3 – Project Management. Consequently, the firm can now deliver public sector project management services directly to central government departments, local authorities, NHS trusts, and educational bodies across the UK.

The GCA (formerly Crown Commercial Service) operates as the UK’s central commercial procurement body. The four-year CPS2 framework provides public organisations with a compliant, streamlined route to procure technical expertise for complex building and infrastructure developments.

Expanding End-to-End Public Sector Delivery

The Lot 3 placement strategically expands JLL’s existing footprint across UK public sector procurement.

JLL already holds positions on key GCA panels, including Management Consultancy Framework Four (MCF4 – RM6309) and Estates Management Services 2 (EMS2 – RM6343). Therefore, adding CPS2 creates an integrated service path. Public clients can now transition seamlessly from early-stage property advice to physical project delivery under pre-agreed terms.

Nick Currie, Head of UK & Ireland Project Management, JLL said: “This appointment to CPS2 is a significant achievement that showcases our market-leading project management capabilities. It strategically complements our existing framework positions, allowing us to offer a truly integrated service journey for our government clients, from initial strategy to final project delivery.”

Commercial Takeaways for The Growth Hub Community

For property leaders, construction suppliers, and regional contractors, JLL’s appointment signals several practical developments in public sector spending:

  • Streamlined Public Sector Procurement: Frameworks like CPS2 significantly reduce tendering friction. Consequently, approved suppliers can mobilise project teams quickly without navigating lengthy individual tender cycles.
  • Opportunities for Regional Supply Chains: Tier-1 project managers on Lot 3 frequently require local specialist contractors, engineering consultants, and trade partners. Subcontractors should monitor upcoming public works managed via the CPS2 framework.
  • The Value of Multi-Framework Positioning: Combining strategic consulting panels (MCF4) with operational delivery panels (CPS2) allows commercial providers to protect long-term client relationships across the entire asset lifecycle.
